The Smart City from a Public Law Point of View: an Analysis by Fracchia and Pantalone

THE FULL PROFESSOR AND THE RESEARCHER OF THE BOCCONI LAW DEPARTMENT HAVE WRITTEN A PAPER ANALYZING THE SMART CITY FROM A LEGAL PERSPECTIVE. AND THEY WILL PRESENT IT AT THE IIAS IASIA ANNUAL CONFERENCE, IN CHINA

A paper by Fabrizio Fracchia and Pasquale Pantalone, respectively Full Professor and Researcher with grant, both at the Department of Law, has been selected, after a call for papers, to be presented at the IIAS-IASIA annual congress (International Association of the International Institute of Administrative Sciences and the International Association of Schools and Institutes of Administration), to be held in Chengdu, China, from 19 to 23 September. "A whole week during which we will meet the leading experts in the field of administrative law and public administration. Not only academics, but also specialists and experts from all over the world", says Pantalone.

The title of the paper is Smart City: share to innovate (with the risk of excluding?). "We analyzed the concept of Smart City from a legal point of view, in particular under an administrative law perspective”, explains Pantalone. “This subject has rarely been analyzed as a legal issue: Smart Cities are more often studied by economists and engineers”. More precisely, the work of the two academics examines the specific characters of Smart Cities and the role played by public authorities on this topic in the light of European and national regulation. “We also offer a critical perspective: when we talk about Smart Cities we deal with a paradigm which tends to establish itself as a generalized model, with the risk of the exclusion of those who do not adhere to it”, says Pantalone.
